Key Points for Implementing Traffic Safety Patrol Work in Pingtung County Senior High Schools and Junior High Schools

I. The Pingtung County Government (hereinafter referred to as "the Government") hereby establishes these Guidelines to maintain the order and safety of students traveling to and from Pingtung County's public senior high schools and junior high schools (hereinafter referred to as "schools"), and to implement traffic safety patrol work around schools (hereinafter referred to as "patrol work").

II. Schools may assign teachers, parents of students, and volunteers from the school or community to jointly undertake patrol work to maintain student order and traffic safety during their commutes. However, pregnant women, individuals with mobility issues, or those feeling unwell may be exempted from patrol duties with the school's consent.
III. To consider staffing needs, schools may assign full-time or part-time administrative personnel (including military instructors) to participate in patrol work on a rotating basis, provided it does not interfere with their primary duties.
Schools may request assistance from the police department or volunteer traffic police units in carrying out traffic safety patrol work.
IV. Schools shall establish patrol work duty regulations in accordance with these Guidelines, including duty rosters, personnel lists, duty times, traffic patrol posts, compensatory leave, and rewards. These regulations may be amended at any time based on duty conditions and needs.
The establishment of patrol posts as mentioned in the preceding paragraph should consider the safety of student traffic flow and the reasonableness of patrol personnel allocation.
V. The duties of school personnel performing patrol work are as follows:
(1) Maintaining order for students traveling to and from school.
(2) Assisting students in safely crossing intersections and surrounding roads near the school.
(3) Promptly reporting any traffic safety emergencies to the school.
VI. Personnel undertaking patrol work should pay attention to the following matters while on duty:
(1) Wear reflective vests and carry equipment such as traffic control flags or batons, and whistles.
(2) Duty locations are the traffic patrol posts set up by each school outside the campus.
(3) Comply with traffic signals and relevant regulations.
If patrol personnel are unable to perform their duties due to illness or need to leave their post during their shift, they should first coordinate with other personnel for a substitute or notify the school for arrangements.
VII. Schools shall conduct regular or irregular traffic safety education and training for personnel engaged in patrol work, and publicize relevant regulations for patrol duties.
VIII. Teachers serving as patrol personnel may apply for compensatory leave based on accumulated duty hours. Such leave must be taken within one year from the day after the duty ends and should not affect school classes or administrative work.
Teachers applying for compensatory leave as per the preceding paragraph are responsible for arranging coverage for their classes and must inform the school. Those originally serving as homeroom teachers or holding administrative positions must find suitable substitutes for their duties.
IX. If school teachers complete two weeks or ten days of patrol duty per semester without applying for compensatory leave, the school may award them two commendations per semester, with a maximum of four commendations per academic year.
For teachers who choose commendations as per the preceding paragraph, the school shall issue commendation orders according to the authority before the end of each semester.
X. Full-time or part-time administrative personnel of the school who undertake patrol work shall have their rights and obligations handled in accordance with these Guidelines.
XI. If school teachers or other administrative personnel encounter traffic accidents or legal cases while performing traffic safety patrol duties, the school shall provide慰問金 (consolation payments) in accordance with the "Regulations on the Issuance of Consolation Payments for Accidental Injury or Death of Public Servants in the Performance of Their Duties," or apply for payments and compensation under "Public Liability Insurance," and provide assistance in accordance with regulations such as the "Regulations on Assistance for Public Servants Involved in Litigation" and the "Regulations on Assistance for Teachers Involved in Litigation." For other volunteer personnel, the school shall also actively provide necessary assistance.

九、學校教師每輪值導護工作滿二週次或輪值滿十日,而不申請補休者,每
    一學期學校得予敘嘉獎二次,且每一學年敘嘉獎不得逾四次。
    前項選擇敘獎教師,學校應於每學期結束前,依權責發布敘獎令。
十、學校專任或兼任行政人員輪值導護工作,權利及義務均比照本要點辦理 。
十一、學校教師或其他行政人員於執行交通安全導護工作,如發生交通意外 事故或涉及訴訟案件,學校須依據「公務人員執行職務意外傷亡慰問
      金發給辦法」發給慰問金或依「公共意外責任險」申請給付及理賠及依「公務人員因公涉訟輔助辦法」、「教師因公涉訟輔助辦法」等規
      定給予協助。其餘志工人員,學校亦應積極提供必要之協助。
