Principles for the Use of Wheelchair Spaces in Public Transportation, Public Buildings, and Venues

{{ $t('FEZ002') }} Counseling Room|

Subject: Regarding the use of wheelchair spaces in public transportation, public buildings, and event venues
Principle, as detailed in the explanation, for your reference.
Explanation:
1. In accordance with the Ministry of Education, Department of Elementary and Secondary Education's letter No. 1150086057, dated September 23, 115.
2. The "wheelchair spectator seats" stipulated in Article 57, Paragraph 2 of the People with Disabilities Rights Protection Act should cover all persons with disabilities who use seated mobility aids, not just wheelchair users.
3. Following up on the above, common types of "seated mobility aids" include strollers, manual wheelchairs, electric wheelchairs, and electric scooters (see Attachment 1). Furthermore, if the back of the disability certificate has a note regarding "preferential measures for necessary companions," it can be used as a reference for determining the need for accompaniment for persons with disabilities. If they also use seated mobility aids, their need to use wheelchair spectator seats should be interpreted broadly. Article 16, Paragraph 2 of the same Act clearly states that operators of public facilities and venues shall not prevent persons with disabilities from fairly using facilities, equipment, or enjoying rights. If the size of the mobility aid used by a person with disabilities does not fit the spatial configuration of the "wheelchair spectator seats" in the aforementioned transportation, buildings, and venues, the operator should proactively provide appropriate alternative solutions with a spirit of reasonable adjustment to ensure the equal rights and interests of persons with disabilities in using public facilities and venues.
4. Schools are requested to strengthen the education and training of frontline service personnel, enhance their understanding of diverse mobility aids, and ensure the provision of appropriate services and assistance to persons with disabilities.
