Important Notes and Implementation of Registration Platform for School-Organized Educational Exchange Activities to Mainland China

Subject: Reiteration of important matters for schools organizing educational exchange activities to the mainland and implementation of the reporting and registration platform, as detailed in the explanation, please be informed.
Explanation:
I. In accordance with the letter from the Ministry of Education, National and Preschool Education Administration, dated July 24, 115, No. 1150064031.
II. The purpose of cross-strait educational exchange is to promote mutual understanding and communication. Schools should abide by cross-strait policy stances and laws and regulations such as the Act Governing Relations Between the People of the Taiwan Area and the People of the Mainland Area (hereinafter referred to as the Cross-Strait Regulations), and uphold the principle of equal dignity in organizing various educational exchange activities. The Mainland Affairs Council (hereinafter referred to as MAC) has raised the travel advisory for mainland China, Hong Kong, and Macau to "orange" since June 27, 113, advising people to avoid non-essential travel and to be aware of the risks and challenges of exchanges to the mainland, in order to effectively protect the personal safety and rights of our students.
III. The Ministry of Education established the "Platform for Registration of Educational Exchange Activities to the Mainland" in 108. For any educational exchange activities involving students to the mainland area organized by schools or by our students, or for mainland students organizing groups to visit our schools for educational exchange activities with our students, regardless of whether the exchange is in-person or via video conference (online), it should be registered on the "Educational Exchange Activities" page of the aforementioned platform one month before the start date of the activity, and a summary of the activity should be reported on the "Post-Activity Registration" page within one month after the activity is completed. In addition, if schools assist in publicizing information about mainland activities (whether in-person or online), they should register on the "Assistance in Publicizing Mainland Activity Information" page of the aforementioned platform before the announcement date or within 3 days of the announcement date.
IV. Please strengthen the promotion to students that if they participate in exchange activities to the mainland organized by internal or external agencies, organizations, units, clubs, student associations, or private foundations (or associations), or if school faculty and students independently organize exchange activities to the mainland for internal or external students (e.g., by posting related information on social media platforms), they should proactively report to the school, and schools should also fill in the aforementioned platform.
V. Schools and teachers organizing student exchange activities to the mainland, students participating in exchange activities to the mainland (including internships), and schools (including faculty and students) assisting in publicizing mainland activity information should be diligently reported on the aforementioned platform, and should comply with cross-strait policy stances and legal regulations, uphold the principle of equal dignity, and be highly vigilant about invitations from the mainland (such as full free sponsorship, on-site reception, etc.). They should also pay attention to the purpose of the activity, the organizing unit, the itinerary, and promotional materials, and should not involve political purposes or political content, and should avoid assisting or cooperating with mainland propaganda.
VI. The Ministry of Education supports positive interactions between the two sides of the strait. However, to prevent schools from violating Article 33-1 of the Cross-Strait Regulations and current cross-strait policy regulations due to participation in exchange activities, please ask local governments to supervise schools under their jurisdiction to implement pre-screening and due diligence. Schools are also requested to carefully review that the mainland organizing or co-organizing units for cross-strait educational exchange activities shall not be mainland party, military, administrative, or politically oriented agencies (organizations). Attached is the MAC's revised announcement on May 2, 113, "Prohibition for People, Juristic Persons, Bodies or Other Organizations in the Taiwan Area from Holding Positions or Being Members of Party, Military, Administrative or Politically Oriented Agencies, Organizations or Bodies in the Mainland Area" for reference.
VII. Schools should strengthen self-inspection and internal control mechanisms, and properly retain records related to exchange activities. If schools have any doubts regarding the organizing unit, purpose, itinerary, and content of the activity, they should consult the MAC for clarification and confirmation before proceeding with the activity.
