Subject: Reiterating the matter of substitute teachers in primary and secondary schools utilizing "non-teaching periods" to participate in in-service training, as detailed in the explanation, please be informed.
Explanation:
1. In accordance with the Ministry of Education's letter No. TAI-CHIAO-GUO-ZI-1155500811 dated March 23, 115.
2. Based on the positive stance of providing students with a good quality of education, the Ministry of Education previously approved, through letter No. TAI-CHIAO-GUO-BU-ZI-1135501301 dated May 15, 113 (acknowledged by this Prefecture's letter PING-FU-CHIAO-ZI-1130040366 dated June 24, 113) and the Ministry of Education's Department of Secondary Education's letter No. TAI-CHIAO-GUO-SHU-GUO-ZI-1120148528 dated November 28, 112 (acknowledged by this Prefecture's letter PING-FU-CHIAO-ZI-11269600200 dated January 3, 113), that substitute teachers appointed in primary and secondary schools may utilize "non-teaching periods" to participate in in-service training.
3. Regarding the definition of "non-teaching periods," the number of hours for in-service training, leave types, and the qualifications, conditions, and procedures for in-service training are explained as follows:
(1) "Non-teaching periods" refer to periods other than those actually scheduled in the school calendar for teaching weeks, based on the number of class periods scheduled per week, and when there are no teaching duties or student care responsibilities.
(2) Article 6, Paragraph 1 of the Regulations on Teacher Professional Development, etc. (hereinafter referred to as the "Professional Development Regulations") stipulates: "The qualifications, conditions, and procedures for primary and secondary school teachers to engage in further study or research shall be handled in accordance with the regulations of the competent authority."; Article 7, Paragraph 2 of the same regulations states: "Professional development during part of office hours shall not exceed 8 hours per person per week..."
(3) Further to the above, considering that substitute teachers have limited leave days, and in-service training can also help enhance their relevant professional knowledge and skills, the number of hours and leave types for substitute teachers participating in in-service training during non-teaching periods shall be handled in accordance with the provisions for full-time teachers' training hours and leave types as stipulated in the Professional Development Regulations, and related matters must be handled independently. In addition, considering the school's teaching staff needs, the qualifications, conditions, and procedures for substitute teachers to participate in in-service training during "non-teaching periods" shall be handled by each school in accordance with their teaching environment and their responsibilities.
