I. To eradicate drunk driving by public servants, maintain the government's image, and ensure traffic safety, these principles are established by referencing the Executive Yuan's "Guiding Principles for Handling Administrative Responsibilities Related to Drunk Driving by Public Servants."
II. Agencies and schools shall strengthen publicity among their public servants regarding the hazards of drunk driving and the legal responsibilities they may incur under the Criminal Code, the Road Traffic Management and Penalty Act, and these principles, in order to establish a correct concept of zero tolerance for drunk driving and to implement the government's determination to prevent drunk driving.
III. For public servants who have engaged in drunk driving, agencies and schools shall, after verifying the facts within their authority, impose severe disciplinary action in accordance with the Civil Service Disciplinary Act, the Civil Service Performance Act and its enforcement rules, or the reward and punishment regulations of their respective agencies, taking into account the cause of the incident, the circumstances, the harm caused, and the extent of the impact on the government's image. The suggested disciplinary standards are attached as a table.
IV. For drunk driving incidents investigated by police officers, public servants shall fulfill the duty of honesty as stipulated in Article 5 of the Civil Service Service Act and voluntarily inform the human resources unit of their employing agency within one week of the incident.
V. For public servants who have engaged in drunk driving, agencies shall take it as an important basis for the annual performance evaluation.
VI. Agencies and schools that have established stricter regulations due to the nature of their business or organization shall follow those regulations.
VII. Contracted and employed personnel, technicians, workers, and drivers of agencies and schools shall be handled in accordance with these principles.
VIII. For temporary personnel of agencies and schools who have driven drunk but caused no accident, their performance evaluation shall not be rated as "A". If they are rated as "B" twice consecutively, their employment shall not be renewed. For those who have caused an accident while driving drunk, a special performance evaluation may be conducted depending on the severity of the accident. If the accident is severe, causing major casualties or seriously damaging the government's reputation, they may be dismissed.
