Pingtung County Government and its affiliated agencies and schools Employees' Principles for Handling Administrative Responsibilities Related to Drunk Driving (Revised November 8, 2019)

I. To eradicate drunk driving by civil servants, maintain the government's image, and ensure traffic safety, in reference to the Executive Yuan's "Recommended Principles for Handling Responsibilities Related to Drunk Driving by Civil Servants," these principles are formulated.
II. All agencies and schools shall strengthen publicity among their civil servants regarding the hazards of drunk driving and the legal responsibilities they may incur under the Criminal Code, the Road Traffic Management and Penalty Act, and these principles, in order to establish a correct concept of zero tolerance for drunk driving and to implement the government's determination to prevent drunk driving.
III. For civil servants who have engaged in drunk driving, agencies and schools shall, after verifying the facts within their authority, impose severe disciplinary action in accordance with the Civil Service Disciplinary Act, the Civil Service Performance Act and its enforcement rules, or the reward and punishment regulations for staff of various agencies, taking into account the cause of the incident, the circumstances, the harm caused, and the impact on the government's image. The recommended disciplinary standards are as shown in the attached table.
IV. For drunk driving incidents investigated by police officers, civil servants shall fulfill the duty of honesty as stipulated in Article 5 of the Civil Service Service Act and voluntarily inform the personnel unit of their service agency within one week after the act.
V. For civil servants who have engaged in drunk driving, agencies shall take it as an important basis for the annual performance appraisal.
VI. Agencies and schools that have established stricter regulations due to business needs or the nature of the agency shall follow their own regulations.
VII. Contracted and employed personnel, technicians, workers, and drivers of agencies and schools shall be handled in accordance with these principles.
VIII. For temporary personnel of agencies and schools who drive drunk without causing an accident, their performance appraisal shall not be rated as "A". Those who are rated "B" twice consecutively shall not be re-employed. For those who cause an accident while driving drunk, a special performance appraisal may be conducted depending on the severity of the accident. If the accident is serious, causing major casualties or severely affecting the government's reputation, they may be dismissed.
