I. In accordance with the Ministry of Education, Department of Secondary and Preschool Education's letter No. 1110141298 dated October 19, 111 (2022).
II. The Central Epidemic Command Center (CECC), after monitoring the epidemic situation both domestically and internationally and observing its stable and controllable development, and assessing the domestic epidemic prevention and medical capacity, has decided to move towards normal life in epidemic prevention. Starting from October 13, 111 (2022), inbound travelers are exempted from home quarantine and are required to undergo 7 days of self-initiated epidemic prevention instead. Related measures established in response to the home quarantine policy have also been adjusted.
III. The key points of the aforementioned 0+7 measures are summarized as follows:
(I) Duration of self-initiated epidemic prevention: Exemption from home quarantine, replaced by 7 days of self-initiated epidemic prevention, starting from the day of arrival as Day 0.
(II) Location for self-initiated epidemic prevention: Primarily at one's own residence, relatives' or friends' residence, or hotels and guesthouses that meet the condition of "one person, one room" (with a private bathroom). If disinfection can be performed appropriately after each use of the bathroom, self-initiated epidemic prevention can be carried out in a private room without a separate bathroom. If all cohabitants or travel companions in the household are also undergoing self-initiated epidemic prevention, the "one person, one room" restriction does not apply.
(III) Epidemic prevention regulations to be observed during the self-initiated epidemic prevention period: Please refer to the published guidelines for self-initiated epidemic prevention. For migrant workers, fishing workers, overseas students, and group travelers, if there are other specific self-initiated epidemic prevention regulations or related guidelines, please follow the regulations set by the relevant competent authorities.
(IV) Testing measures:
1. Eligibility and quantity of distribution:
(1) Upon arrival, personnel at international ports will distribute 4 doses of rapid antigen test kits to inbound travelers aged 2 years and above (based on age on the day of arrival) and provide health education simultaneously.
(2) Considering the age limit for the applicable subjects of rapid test kits, inbound travelers under 2 years of age are not required to perform rapid testing during their self-initiated epidemic prevention period.
(3) If inbound travelers report not receiving the rapid test kits, incomplete kits, or if the kits cannot be used due to accidental loss or improper operation, replacements will generally not be provided.
2. Timing of testing:
(1) On the day of arrival or Day 1 of self-initiated epidemic prevention (D0/D1).
(2) Before going out during the self-initiated epidemic prevention period, a negative rapid test result within the last 2 days is required.
(3) When symptoms appear during the self-initiated epidemic prevention period.
3. All the aforementioned tests are to be conducted by the inbound travelers themselves. If the rapid test result is positive, the inbound traveler should seek medical attention as soon as possible. This can be done through remote medical services/video consultations, by asking relatives or friends, or by contacting the local health bureau to arrange for a visit to a clinic or a designated healthcare facility (including health stations) responsible for home care, where a doctor will assess and confirm the positive rapid test result.
